IPL V5 runs well on old computer, i think problem in my computer... But what?

No you cannot without IPL. Your issue will be fixed in 5.42.

No. The difference is in the language version of the supplied system and
library files. They are not interchangeable, which is why there is no easy
way to switch the language of the installed system.

Look simply at the language used for default system tools. Winver, msinfo32,
msconfig.....

now for the non geek explination. the german version of xp (which seems to be the culprit here) is massively different as far a libraries go. libraries are the system dlls in a sense, though it is more technical than that. the easiest solution is to attempt to complie ipl on a german system for german system users. this typically will solve cross platform issues if the source code is version and language neutral. if it was made specifically to run on English based systems (german xp is the only version of xp that I have confirmed to be more than simply a language change, unlike say Japanese or Korean xp which is English based) then it will need to be rewritten to a neutral universal language. this reason is why C++ has become the dominate language for all systems is due to its optional neutral coding. java was also an attempt at this, but it does have cross platform issues. while I understand jumping from Delphi to C++ isn't an option, obviously ipl was coded neutral until the recent version, thus these issues.
